RuNet is talking about creating the next Pirate Party. Social network "Vkontakte" became a “tongue” of the virtual movement, for the pirate community appeared on its pages - http://pirateparty.vkontakte.ru/.

Participants of the "pirate" group (at the time of writing the article - almost 4,000 people) are extensively discussing the "code of honor”, looking for activists who are ready to engage in the future party affairs and other issues. One of the issues is Alexander Аkopov’s (“Amedia” head) statement on "piracy” of Vkontakte.ru and 30 million of the social network criminal users. Akopov announced his intention to deal with the administration of the resource.

State Duma deputy Konstantin Rykov and his support team, are among the pirate team management. It is worth mentioning, that Rykov had long claimed on the harmfulness of the current struggle with the spread of counterfeit.

Rykov’s newspaper "Vzglyad" supported "Vkontakte", calling the statements of "Amedia" an "incorrect self-praise."

"Akopov is strongly wrong, calling the criminals 30 million users. He apparently did not understand that insulted his loyal fans. Because only the ones who love "Amedia" TV series want to have them on their pages and share them with friends. And now, if I were in the users’ shoes, I would sue "Amedia" for insult ", - said Konstantin Rykov.

Community, by the way, seems to be preparing lawsuits - though not the fact, they will dare to reach the court.

At the moment, pirate activists’ actions are limited to an endless stream of emotional messages to Twitter, communication within the "Vkontakte" group, and press statements. It is not clearly understood, what the community is protesting against, and what principles and ideas they advocate.

We remind that the Pirate Party of Russia has existed since 2006 and is the official founding member of the international movement of Pirate Parties International (PPI).

Famous Russian LiveJournal blogger "dobrokhotov" (Roman Dobrokhotov) admitted the publication of paid post, allegedly ordered under PR-campaign to create a positive image of the Ministry of Internal Affairs.

Dobrokhotov assures his blog readers that his direct employer was the manager of an advertising agency. He promised 2000 rubles for the first post and 1000 for every following one, and at the same time, told the details of the campaign - in particular, named highly valued personalities, which directly communicate with the Ministry of Internal Affairs (they are: journalist Natalia Radulova and professional blogger Maxim Alexandrov).

Dobrokhotov also says the police is not actually so bad, and that MIA attempts to whitewash itself in the blogosphere deserves understanding. But he personally stands for honesty.

Webplanet.ru got in touch with Maxim Alexandrov and asked him whether he had been paid by the Ministry of Internal Affairs for the "compliment". Maxim said he hadn’t received money for the posting.

Video streeming service Ivi.ru (Russian analogue of Hulu.com) has been put up for sale, informs Infox.ru. The owner, Digital Access company, wants to sell its 20-% share of the project for 10-15 million dollars.

Right now the company carries on negotiations with two media market players. “Digital Access private investors are concerned about the events, that have lately taken place on the Internet legal video market. Among them are: entry of a new competitor, partnership termination between Viacom (the USA) media holding and online platform hulu.com”, - said the source close to Digital Access.

About 8 million dollars were invested in the project during the launch, 5-7 of them were spent on licenses. We remind, that Ivi.ru owns some content of Central Partnership, “Amedia”, TNT, STS and others.

The Internet-cinema Ivi.ru officially opened at the end of February 2010, and in May 2010 a competitor Zoomby.ru appeared on the Internet.

Deputy absenteeism will be traced with special chips, reports RBK Daily. It should encourage the members of State Duma to visit sessions properly.

Rules Committee leader Otari Arshba claimed, that chips will be built in deputies’ ID cards. It is not planned to implant them yet. Built in chips will monitor the arrival and departure time. This will solve session absenteeism problem. The problem can hardly be called “made out of thin air”, and the President Dmitry Medvedev brought to notice that.

Fast project implementation might be the result of lately shown State Duma sessions. Ren-TV channel showed a report, where 88 deputies passed a law, having voted on behalf of 449 deputies. Those, who were concerned, could watch deputies “on duty” running along the rows and voting for their absent colleagues, on Youtube.

The State Duma Speaker Boris Gryzlov insists that personal presence at sessions has to be strictly defined by a law. There also have to be reflected circumstances, when a voice can be handed over by attorney.

Ivan Begtin, the founder of Opengovdata.ru and Goslyudi.ru, has launched one more service about government official websites and state publicity on the Net - www.govweb.ru (“State network”)

Aim of the project is to monitor activity and publicity of State and some of its representatives on the Internet. “State network” has got a list of State bodies’ websites, and the ones designed on their request; State government bodies base, legal documents with set requirements for State bodies’ websites.

”It is just the beginning, all known areal and municipal State web-resources will be included in the list later on, likewise the websites of business entities, which are under State jurisdiction”, claims the project description.

Russian Ministry of Telecom & Mass Communications announced a tender, to study the potential of "cyrillic e-mail" in .RF domain. 10 million rubles ($300.000) will be given from the federal budget for the project. Contractor will be defined in July, and will have 110 days to carry out the project, reports Marker.ru.

The research of possibilities to provide mail for the Russian Federation citizens and State government bodies in .RF domain is one of the conditions. With the help of e-mail in .RF domain, it is planned to improve relations between State government bodies and citizens, access to State service online.

Domain names are planned to be translated into Cyrilic within the period of 2-3 years, login translation into Roman will take 5 years. At the same time, the problem of "@" symbol, which is used for e-mail, stays open.

To switch layout from Russian into English just for one symbol is obviously inconvenient, Webplanet.ru mentioned that problem back in November 2009.

At this point, two case scenarios are possible: either the @ symbol will be replaced with the other symbol, or there will be reached an agreement with keyboard manufacturers to make a special key for @ symbol, that will function the same way in any layout (National Domain Coordination Center is currently negotiating on this issue).

Ural schoolboy, Denis Popov, created an alternative to Windows OS. Now schools of Nizhny Tagil are willing to install it on their computers. Expert and user community scarified a 16-year-old boy’s work.

Denis Popov created Bolgenos OS (“Bolgen” – a fire ball, “os” – operational system, informs LifeNews) during his extra-curricular information science lessons. The system is made on Ubuntu Linux, takes only 1.7 GB of space after installation, has got a nice interface, easy to use, meant for simple office applications, includes Free Pascal Compiler for academic competitions on programming. Denis also claims, that OS speeds up the Internet browsing.

Popov was criticized on forums where he shared his thoughts about Bolgenos. Even experienced users didn’t understand the reason of the rush about this invention.

Nevertheless, next year Windows license will expire in all schools of Nizhny Tagil. And local Office of Education is planning to save money by installing the Bolgenos on schools’ computers. Moreover, they won’t have to pay anyone for it.

Update June 10, 2010 at 15.10: “Telekon” company, that one of the first showed the report about the young inventor from Nizhny Tagil, made a disclaimer. OS Bolgenos was Popov’s science term work at school, and no one was going to install it on school computers. Particularly, the problem is he used some well-known open source code for his programm, so he had no copyrights for it.

The Supreme Court of the Russian Federation says the Internet mass media have to edit their users’ comments. Otherwise, editors will be responsible for the messages left on their forums, or comments made to their articles.

This week Plenum of the Supreme Court is planning to accept draft regulations, where all the responsibilities of the Internet mass media for users’ comments, will be preconditioned. The decree had to be approved long ago, but the comment responsibility issue delayed the process.

Now online mass media will have to spend time and efforts, to read thoroughly the comments to their publications. If they don’t respond to claims on the issue of comments, they will be brought to responsibility.

The owner of pharmacy product sellers chain Glavmed.com, Igor Gusev, filed a defamation of character lawsuit against Axel Springer Russia. Among defendants are the chief editor of “Russian Newsweek” Michail Fishman and the authors of the article called “Evil Cyber-empire” where Gusev was called a spammer and a seller of infringing products. Gusev says the magazine has to publish a denial and pay an indemnity of 700 thousand rubles.

At preliminary hearings, the suitor didn’t manage to prove that it was him, who had been described in the article. According to an “Axel Springer” legislative director Maria Sakulina, new hearings will be held at the end of June, says Marker.ru.

The attack on Glavmed.com began last autumn, when spammers' forum Spamdot.biz was shut down under strange circumstances (as it were Federal Security Sevice). Days later, Russian Association of Electronic Communications declared the start of an extensive campaign against spam. There were mentioned Glavmed.com and Spamdot.biz again.

Some our sources think that together with this lawsuit against Newsweek, the “Glavmed” owner initiated a media fightback to those who might have organized the attack. Back in March, the member of State Duma Ilya Ponomarev suddenly filed the complaint to Russian law enforcement asking to investigate the past of Pavel Vrublevsky, currently the member of anti-spam group at Russian Ministry of Telecommunication. Ponomarev says that Vrublevsky was a creator of crutop.nu, the site for adult webmasters, and some other illegal stuff on the Internet.

In his interview to Krebsonsecurity.com, Pavel Vrublevsky suggested that one of his enemies had paid Ponomarev to write the letter to investigators. Ponomarev dismissed the claim that someone paid him.

Russian Federal Antimonopoly Service (FAS) employees learnt to read context ads in search engines. According to “Vedomosti”, now they may start fining for words in superior forms.

Local Department of the Federal Migration Service in Perm initiated this kind of case. Users complained that if you enter a phrase “the best taxis” and name a city in the Yandex search bar, you will get links to some particular site that belongs to “Vezet” company.

In FAS’s opinion it contravenes the advertizing law. The law says it is illegal to mention one’s superiority over the others, if it is not proved. It is the first time when FAS initiates a context ad case, not against the context itself but key words result in the search.

Experts devided on the matter whether superior forms of phrases contradict fair trade. Anyway, ads with superior forms can be found both in Yandex and Google search results. No matter what it is all about: taxis, restaurants or bikes. Meanwhile no one restricts advertisers on this issue, at least until the moment, when FAS clearly defines its attitude towards the issue.
